Bill Carpenter
President
VP of Preconstruction & Estimating at Columbia
As Vice President of Preconstruction & Estimating, Bill’s goal is to get the project team the best possible project, with the highest level of finish, for the best value, that can be delivered within any cost and schedule constraints that the client may have. Throughout his 18 years with Columbia, Bill has continually searched for and implemented improvements geared toward creating high-performing teams and exceptional client experiences. His drive to continuously improve, develop meaningful internal and external relationships, and push for collaboration have made him a natural leader within this group and in the company. As far as Bill is concerned, the most rewarding part of his job is being involved early on in the project lifecycle, identifying potential problems, and working collaboratively to reach a solution before the first hammer is swung.
A New Hampshire resident, Bill is in his element when outside in nature. With hobbies like camping with his family, upland bird hunting, fishing and maple sugaring, he is a true outdoorsman. Bill’s hard work and dedication can be attributed to a quote from his grandfather that he lives by, “it doesn’t matter what you decide to do in life, but at the end of the day just be the best damn person doing it!”
Adrian C. Charest
Vice President
Senior Estimator at STV
Adrian C. Charest, PE, CDT, LEED AP has completed consulting projects exceeding $200M and meeting client needs in estimating, engineering, and cost analysis. He has designed and developed whole building models in commercial, education, health care, and other sectors for cost projection and data analytics. He has been a guest lecturer and an Adjunct Professor for heavy construction and cost estimating. He has also instructed construction and estimating seminars throughout the United States.
Mr. Charest has hands-on construction, professional estimating, and project management experience on small to large projects in a variety of trades. Mr. Charest has owned and operated a general contracting company where he performed and subcontracted trade work and successfully managed challenging projects to completion.
Mr. Charest holds Bachelor and Master of Science degrees from the University of New Hampshire and the University of Massachusetts, respectively. He is a licensed professional engineer, construction supervisor, and has fulfilled the 10-hour OSHA training requirements for the U.S. Department of Labor. He is a member of the National Society of Professional Engineers, the American Society of Civil Engineers, and the USGBC Massachusetts Chapter.

Shared with our clients is the compacity to thoroughly understand the scope of each CSI division to enable cost effective decisions by resourcing our progressive, in-house pricing databases, base on both current market conditions and historical trends.
Our accurate cost analysis focuses on Electrical, Mechanical, Plumbing & Fire Protection systems, at conceptual, schematic, design and contract phases of the project. Rennell Capital Group utilizes our expertise to provide our clients the clarity, vision and assurance of construction project cost for purpose of financial planning, scheduling and procuring their construction project.
Tim Brown

CPE & Principal of North Bay CC
Tim is a Certified Professional Estimator (CPE) and experienced construction manager with over 33 years of hands-on experience in the construction industry. He is co-founder of North Bay Company, Inc. a construction consulting company providing pre-construction and independent cost estimating services to designers and owners around the country. Prior to founding North Bay, Tim was a Superintendent of Construction working on mixed use high-rise projects in Boston for Bovis Lend Lease and GBH Macomber. Tim has served on the Board of the ASPE Boston Chapter since 2012.
